I believe the author has possibly misinterpreted the tooltip for Shard of Bek.
'Ideally you always stay above 50% health, so this should be an increase for your damage almost all the time.'
The language from the tool-tip is that the damage buff comes in when your health% exceeds the target's health% by 50%.
However even this can be interpreted multiple ways.
I would interpret this as when Target Health% + 50 => Your Health% you get the bonus e.g. if you are on 100% and they are on 50% or they are on 1% and you are on 51%.
BUT, it is possible that the '50% or more' description is literally a factor of 1.5, i.e. when Target Health% *1.5 <= Your Health% you get the bonus e.g. if your target is on 66% and you are over 99% or your target is on 50% and you are over 75% or when your target is on 1% and you are over 1.5%.
